中德城乡土地利用协调度评价与比较——以山东省和巴伐利亚州为例

摘　　要：结合山东省和巴伐利亚近十年城乡发展历程,尝试从社会公平性、经济可行性和生态安全性三个层面构建一套具有一定普适性的用以评价城乡土地利用协调度指标体系,运用模糊AHP法评价并比较中国山东省与德国巴伐利亚州的土地利用状况是否符合城乡关系协调发展及其符合程度。研究结果表明,德国巴伐利亚州土地利用协调度大于0.8,处于高级协调状态,中国山东省土地利用协调度小于0.4,处于非协调阶段,但整体协调水平呈现上升趋势。比较山东省和巴伐利亚州城乡土地利用协调度综合指数发现,两省州差距逐渐缩小,其中生态安全性准则层差异最小,平均2.9倍左右,社会公平性差异最大,但其降幅也最多,即从1991年的4.38倍缩减到2008年3.4倍。基于上述评价及分析,为提高山东省城乡土地利用协调度水平,本文建议:①更加关注社会公平性;②与城乡土地利用效率相比,更注重对城乡用地结构的调整;③充分发挥财政金融杠杆作用。Based on the urban and rural development in Shandong Province and the State of Bavaria in the last decade, this paper, fi＇om social fairness, economic feasibility and ecological security, attempts to establish a universal indicator system for evaluating balanced utilization degree of land in urban and rural areas, with which balanced utilization degree is compared between Shandong Province in China and the State of Bavaria in Germany with fuzzy AHP method. The study shows that the balanced utilization degree of Bavaria is over 0.8, which is at a balanced level; it is less than 0.4 in Shandong Province, which is at an imbalanced level, but overall, the balanced level is on the increase. The comparison shows that the gap of the balanced utilization indicator between the two is reducing. The smallest is the ecological security gap-2.9 times on average, and the largest is the social fairness gap whose extent of decrease is the greatest-from 4.38 times in 1991 to 3.4 times in 2008. Based on the evaluation and analysis, to raise the balanced utilization degree of urban and rural land in Shandong Province, the paper suggests ： （ 1 ） Pay more attention to social fairness. （ 2 ） Pay more attention to the adjustment of urban and rural land utilization structure over efficiency. （ 3 ） Fully employ the financial lever.
