摘　　要：在介绍南水北调中线干线工程及自动化调度系统基本情况的基础上，重点分析了工程调度管理特点以及安全监测业务需求，随后阐述了工程安全监测业务流程以及系统总体框架，最后对系统功能进行了详细设计。Starting with the introduction of South-to North Water Diversion Middle Route Project and its automatic operation system, the feature of its operation and security measurement requirement are analyzed, followed by the illustration of business flow and general frame of security measurement, finally the system function is specifically designed.
