摘 要:2010年西南大旱,丰水的西南地区,面对这场罕见的旱灾,充分暴露出水利设施抗旱减灾能力薄弱和水利基础设施建设滞后问题,应加强水利设施建设,解决“工程性缺水”问题。贫水的西北地区,旱灾频发,要防御可能发生的持续大旱,解决“资源性缺水”问题,应制订各种应对的科学预案,而建设南水北调西线工程,是补充水源的一项根本措施。The severe drought in South-Western China in 2010 occurred in the water plentiful area. In the face of this rare drought, the weak ca pacity of water facilities in drought mitigation and the lag of water infrastructure were exposed fully. So the water conservancy facilities should be strengthened to solve the water shortage in engineering. For the arid North-Western China, where drought occurs often, different measures should be taken to solve the problems from water resources shortage and deal with the potential lasting severe drought. The construction of the west line of South-to-North Water Diversion Project is a fundamental measure to supplement the water source.
