摘 要:本文通过展现体制转轨过程中,中国传媒治理结构由行政型治理结构向经济型治理结构的演进过程,指出其治理逻辑经历着从"国家一元论"向"国家-市场"二元逻辑的转变。在此基础上,本文认为,虽然"国家-市场"二元逻辑是对"国家一元论"的超越,但它仍然呈现出有效传媒治理结构构建时的乏力。于是,当前传媒治理结构改革既依赖于追求恰当地运用行政管理机制对经济型治理失灵的脉冲效应和"相机治理",更为重要的是要解决在自主权不断获得情况下制衡与监督机制的建立与完善的问题,由此,将"社会"引入传媒治理结构之中,从而构建起的"国家-市场-社会"多元治理逻辑框架将成为传媒治理结构转型的重要取向。By showing the transition of Chinese media from the administrative governance to the economic governance in the process of institutional transition,this paper points out that the governance logic has been undergoing a transformation from the monism of state to the bilateral logic of state-market.Based on this,the paper considers that although bilateral logic of state-market is beyond the monism of state,it is still showing a weak effective media organizations governance model.Thus,the current governance reform of the media organizations both rely on the pursuit of the pulse effect and contingent governance of the administrative mechanisms for economic governance failure, and the establishment of the supervision and adversary system when media organizations has been gaining more rights.So,bringing the ' society' into media organizations governance and construction of the 'state-market-society' pluralistic governance logical framework will be the orientation of governance transformation of the media organizations.
