研究类项目资助与管理绩效评估:美日科学基金的比较与启示

摘　　要：通过分析美国国家科学基金会和日本学术振兴会研究类项目资助与管理绩效评估的背景与经验,归纳了其中的共性特点与启示,包括:国家制度变革背景对绩效评估存在关键影响;采用"目标——结果"的基本逻辑框架;资助与管理都是绩效评估的主要内容范畴;自我评估与外部专家评估相结合;采取定性与定量相结合的绩效信息收集机制;根据制度情境特征合理选择评估周期;评估结果公开并适当地与预算相联系。By analyzing the background and experience of the funding support and management performance evaluation of the US National Science Foundation（NSF） and Japan Society for the Promotion of Science（JSPS）,we sum up the commonality characteristics and enlightenments,including the crucial impact of the state system reform background,the adoption of the basic logic framework of ＂target-result＂,using the support and management as the main content domain of performance evaluation,combining self evaluation with external expert evaluation,adoption of the performance information collection mechanism with qualification and quantification combined,rational choice of the evaluation period according to the system scenario characteristics,making public the evaluation result,and adequate combining the result with budget.
