新型农村社会养老保险基金保值增值问题研究

摘　　要：在梳理新农保基金管理制度现状的基础上,通过构建新农保基金收支预测模型,运用三省六县的调研数据,预测了未来新农保基金面临的贬值风险,并在分析制约新农保基金保值增值因素的基础上提出,从当下看,应切实加强新农保基金管理相关政策的落实和新的特殊政策的制定;从长远角度出发,应该逐步建立和完善新农保基金的保值增值管理体制,从委托中国社保基金管理运营逐步过渡到新农保基金的自我管理和运营。At the background that the inflation rate remains high,how to maintain and add the value of the new type rural endowment insurance fund is an issue of great importance that is related to whether the new type rural endowment insurance system can be sustainable.Based on the combing of the status quo of the management system of the new type rural social insurance fund,through the construction of the model for predicting of the income and expenses of the fund,the devaluation risk faced by the fund in the future is predicted by applying the investigation and survey data at six counties in three provinces.And again based on the analysis of the factors governing the value addition and keeping of the fund,the article proposes that,at present,it is first necessary to effectively intensify the implementation of related policies of the management of the fund and the formulation of the new specific policies.From a long-term perspective,it is mandatory to gradually establish and perfect the new type rural social insurance fund value keeping and addition management system with the commission of the operation and management of the national social insurance fund gradually transited to the self management and operation of the new type rural social insurance fund
