摘 要:1949年以来,在两岸不同的政治社会制度和意识形态之下,形成两个存在明显差异性的政治话语系统,这种差异性代表性地体现在两岸官方政策文本。本文以两岸政策话语的概念界定为研究起点,选择"一个中国"作为分析样本,进行两岸政策话语的比较。研究发现两岸政策话语差异的实质,是两岸两个竞争中的政权基于各自的权威性需要而争夺话语上的主导权。两岸政策话语差异已严重影响两岸政治对话和政治谈判,甚至影响到两岸民众的相互理解和共识的建立。Since 1949 ,there have been two obvious political discourse systems attributed to the different political and social institutions and ideologies between the two sides,which are typically reflected in their respective official policy text. With the concept definition of discourse on both sides as the starting point for research,we choose "one China" as an analytical example in this paper to make a comparison of the both sides' policy discourse and have found that the essence of the difference of Cross- Strait policy discourse lies in the two competition regimes who compete for dominance in the discourse based on their own authority. Moreover, the discourse differences have had a serious impact on the political dialogues and political negotiations, and even on the mutual understanding and consensus building across the Strait.
