政治文明视域下大学内部治理结构的完善

摘　　要：完善大学内部治理结构是现代大学制度建设的核心和基本任务,是提升大学核心竞争力和提高人才培养质量的战略需要,是高校政治文明建设的必然要求与有效路径。完善大学内部治理结构,关键在于科学配置大学内部的政治权力、行政权力、学术权力和民主监督权力,促进大学内部民主决策和管理机制的形成与完善。具体来说,必须以党内民主为主线,以学术自由、民主管理和依法治校为核心,通过坚持并完善党委领导,提高科学决策水平,优化高校政治意识形态;通过积极探索教授治学路径,加大民主管理力度,规范高校政治实践行为;通过推进依法治校,健全内部管理规范,完善高校政治法律制度。To establish the modern university system,and improve the inner governance structure of colleges and universities is the strategic demand for upgrading their core competitiveness and increasing the quality of personnel training,and is the inevitable request and effective route to build the political civilization of colleges and universities.The key to improving the university internal governance structure is to scientifically deploy the powers inside the institution: the political power,the administrative power,the academic power and the democratic supervision power.To be specific,the inner-party democracy must be taken as the main line,with the academic freedom,democratic management and law as the core,to increase the policy-making ability and optimize the political ideology by upholding and improving the leadership of the Party’s committee,to enlarge the management power and regulate the political practice by active exploring the teaching scholarship method,to make healthy the internal management regulation and improve the political system by promoting the governance of the colleges and universities by law.
