摘　　要：沿海水域滩涂占用和损毁趋势加快,对沿海渔业生产和渔民生活造成了严重影响,其原因在于建设占用、管理制度不健全、水域污染等多个方面。沿海省区开展了相关工作,规范占用补偿,妥善安置渔民,但由于政策文件效力不够等原因,沿海渔民失海失涂问题尚未得到全面解决。论文利用在沿海省区调研获得的资料以及各类统计数据对上述问题的进行了初步研究,提出了包括加快海域滩涂规划、规范占用补偿、渔业基本水域保护等在内的措施建议。Due to the pollution event, and many profit-driven development, the not perfect management system, the other reasons, the tendency of the sea and shoal being occupied and damaged is speeding up, the coastal fisheries production and fishermen living are influenced seriously. Coastal provinces have carried out lot of work, such as normalizing occupy compensation, proper placement of fishermen, but due to the effectiveness of the policy document is not enough and other reason, the issue of the sea and shoal lost among coastal fisherman has not been fully resolved yet. The paper conducts a preliminary study on the issue based on the material obtained from the survey in the coastal provinces and the data from statistical yearbooks, then proposes several measures to resolve this issue, including speeding up the sea and shoal planning, normalizing occupy compensation, protection of basic waters for fishery, and so on.
