摘　　要：欧盟发展至今,在少数民族保护理念方面经历了三次重大变化:以保护个体人权为基础的少数民族保护理念、以保护集体人权为基础的少数民族保护理念和以促进"社会融入"为基础的少数民族保护理念。三个理念逐步优化并互为补充,其中促进"社会融入"理念是新世纪以来的最新发展,需要学术界进行特别关注和研究。The EU Notion of Minority Protection has being gone through three stages represented relatively by three expressions build on three basic concepts： human rights, collective human rights, and social integration. These paradigms made up for each other and were upgraded as the most recent notion of social integration perspective of minorities protection which is worth of our special attention.
