摘  要:通过将经济学领域评价收入分配公平性的基尼系数引用到流域内微观点源间的污染物总量分配中来,构建基于基尼系数的两级梯阶优化分配模型。首先以经济效益最优为目标函数构建第一阶优化分配模型,得到初始分配方案;然后选取具有代表性的排污单位所属产业类型、税收、解决就业人数三个环境基尼系数指标来对初始分配方案进行评估,最后以经济效益损失最小为目标函数,以基尼系数、污染物总量和基准排污量为约束,构建第二阶优化分配模型,得出在满足公平性约束下经济效益最大化的总量分配方案,并得出不同基尼系数约束下对控制区域的经济价值的影响。Through applying gini coefficient - the evaluation of income distribution fairness in the economics field to total amount allocation in the basin pollution between micro -point source, the paper builds the two ladder optimal allocation models. First, the paper takes the optimization of economic benefit as the objective to build the first ladder of optimal al- location model to obtain the initial distribution plan; and then selects the representative three environmental Gini coeffi- cient indexes such as industry type, tax and employment rate to assess the initial location scheme; finally, constructs the second ladder optimal allocation model by taking the minimization of economic losses as objectives, and taking Gini coef- ficient, total amount of pollutants and reference volume of sewage as constraints. The paper concludes the total amount distribution plan which meets the fairness constraints and economic benefits maximization; and draws the different impact on the economic value of the control region under different Gini coefficients.
