伦理视域下电动自行车管理困境与发展对策

摘　　要：在系统分析城市交通政策与交通公平内涵的基础上,阐述了电动自行车的交通特性,针对不同居民群体的可达性与机动性,评估了电动自行车管理政策对交通公平的实际影响。依据我国城市交通发展战略与出行特性,探讨了电动自行车交通管理政策的制定与实施方法,并提出了具体的政策实施建议。This paper mainly analyses the urban transportation policy and transportation equity,and then the traffic characteristics of electric bike are described.The electric bike transportation policy impact mechanism on transportation equity is discussed based on accessibility and mobility according to different resident groups.According to the urban traffic development strategy and travel characteristics in China,the establishment and implement methods of electric bike management policy are discussed in detail,and the specific suggestions for policy implement are also provided.
