基层党的领导与村民自治关系研究

摘　　要：村民自治的确立和实现,从根本上讲是中国共产党有效领导、积极组织和大力推进的结果,《村民委员会组织法》明确了基层党组织对村民自治的"领导核心"地位。但实践中,党的领导与村民自治之间出现了不协调,只有正确把握党的领导与人们当家作主之间的关系,改变党的领导观念和领导方式,不断进行制度创新,把基层党的领导权与村民自治权有机结合起来,才能实现党对村民自治的坚强领导,保障村民自治的健康发展。The establishment of villager＇s autonomy results from the effective leadership, active organization and forceful promotion of the CPC. ＂The Law of Villager Community Organization＂ explicitly states that the primary party organization holds the core position in the leadership of villager＇s autonomy. In practice, however, disputes still arise between the leadership of the Party and villager＇s autonomy. In order to realize the Party＇s strong lead- ership of the villager＇s autonomy and safeguard the healthy development of villager＇s autonomy, we have to deal with the relationship between the Party＇s leadership and people＇s mastership correctly, adjust the conceptions and means of the Party＇s leadership, pursue system innovation, and combine the Party＇s leadership with villager＇ s autonomy.
