摘　　要：哈尔滨冰雪旅游的产业安全问题已成为专家学者、各级政府、市民及国内外冰雪旅游爱好者较为关注的热点问题。应通过冰雪旅游安全保障体系的构建,旅游资源合理开发与保护,改善文化安全,保障企业安全,促进冰雪旅游产业健康发展。With the growing of ice-snow tourism industry and exposure to the increasing of the more and more com- plex problem, the management difficulties are increased. Therefore, industrial safety of ice-snow tourism in Harbin has attracted the attention from experts, governments and the domestic and foreign tourists in the world. By analyzing the industrial characteristics of ice-snow tourism industry, the measures for sustainable development of ice-snow tourism of security are proposed in the paper.
