摘　　要：农村土地的处置与利用是户籍制度改革中的关键环节和难点,直接影响着户改工作的效果。目前,农村土地的处置与利用存在宅基地及其附属设施用地收益归属界定不清,农房交易及农房置换等相关配套政策缺乏,夹心房、连体房等暂不能复垦的宅基地及其附属设施用地处置利用困难,承包地和林地的流转市场及政策环境尚不成熟等。针对这些问题,提出需构建农村土地处置利用常态化机制、完善工作机制、加强档案信息管理、落实监管措施等建议。It is a key link and difficult job in household registration system reform to dispose and utilize rural land, which is directly related to the effect of the reform. At present some problems exist in the disposal and utilization of rural, such as ambiguous demarcation of the income distribution of homestead and its subsidiary land, lack of relevant policies about rural housing trade and replacement, difficulty in dealing with the homestead and its subsidiary land which temporarily cannot be reclaimed, and immature circulation market and policy environment for the contracted farm land and wood land. To solve these problems, this paper proposes building a normalization mechanism of rural land disposal and utilization, improving the working mechanism, strengthening the management of archival information, and implementing regulatory measures.
