摘　　要：针对湖南省本轮土地利用总体规划修编(2006-2020年)编制效率低下的问题,从涉及到的几个规划主体,主要包括规划部署和验收机构、地方政府和国土资源局、规划编制单位和规划软件开发商,探讨制约编制进程的主要原因,并提出相应的建议和改进对策。Low efficiency is found in working out the new overall planning of land use of Henan Province （2006--2020）, which is related to some main units responsible for the overall planning, including the departments of planning and checking, local governments and bureaus of land resources, offices of planning compilation and software developers. This paper discusses and explores the main factors that have prevented the normal progress of working out the overall planning and presents the corresponding suggestions and countermeasures for the improvement.
