摘　　要：正规就业是影响社会保障覆盖面的重要因素。本文分析了政府对非正规就业者在参保资格上从排斥到纳入的转变,企业逃避社保缴费和进入正规部门,个人缴费能力和参保意愿对非正规就业者参加社会保障的影响。文章认为劳动就业正规化和扩大社会保障应该在政府、企业和个人层次上进行分别治理。政府需要完善社会保障制度,主动为非正规就业者提供社保,加强对企业社保缴费的监管,提高个人的参保能力和意愿。Informal employment is an important factor to affect the coverage of social security.This paper analyzed the changes such as government include vs exclude informal employee,enterprise avoid premium vs enter the formal sector,individual＇s payment ability vs willingness,and their impact on social security coverage of informal employee.Employment formalization and the expansion of social security need different governance at the level of government,enterprise,and individual,respectively.The government should perfect the social security system,provide social security for informal employee,strengthen the regulation of enterprise＇s premium,and improve individual＇s capacity and willingness to participate in social security schemes.
