摘　　要：2012年中央一号文件提出,实现农业持续稳定发展、确保农产品长期有效供给,根本出路在科技。农业科技是确保国家粮食安全的基础支撑,是突破资源环境约束的必然选择,是加快现代农业建设的决定力量。黑龙江省作为农业大省、产粮大省,为确保国家粮食安全,确保稳产高产,必须建立健全开放、竞争、有序、运转灵活、高效的现代农业科技创新体系。China＇s central government has issued its first policy document for 2012,addressing that the fundamental way out for agriculture lies in realizing the sustained development of agriculture and ensuring the effective supply of agricultural products.Agricultural science and technology is the basic support to ensure national food security,the inevitable choice to break through the restriction of resource and environment,the decision force to speed up the construction of modern agriculture.Heilongjiang Province as a big agricultural province and a major grain-producing province,in order to ensure China＇s food safety,stable and high yield,we must establish and improve the open,competitive and orderly,flexible and efficient operation system of the modern agriculture science and technology innovation.
