摘　　要：集体经济组织成员资格的存在涉及集体经济组织成员基本的生存权、发展权等各项权能。在城市化进程中,出现农村集体经济组织成员资格受损现象,直接导致部分村集体经济组织成员资格被剥夺,出现"被农转非"现象。在我国户籍制度尚无实质性改变的情况下,解决这一问题的关键是应从立法层面对"集体经济组织成员资格"作出界定,并辅之以社会保障制度,同时对新出现的特殊群体予以充分考虑,赋予"取得城市居民身份、稳定生活收入、加入城市社保"这一衡量标准,从而使"集体经济组织成员资格"确认问题走出困境。[ Abstract] The membership of the existence of collective economic organizations related to basic survival right which includes the right to development and the empowerment of the members of the collective economic organizations.
