摘　　要：从全面抗战后国内经济社会环境、开发西北的思想出发,简述谷正伦入主甘肃后采取的政治经济措施。运用大量原始档案资料论述当时社会经济贸易环境的变化以及基础设施建设和实业发展。这些举措推动了甘肃省的现代化发展,为甘肃省早期市场化的形成奠定了基础并收到一定的成效。反映出在当时背景下,甘肃省社会经济发展带有鲜明的时代需求和时代特点。From the perspective of economic social environment after the comprehensive national war and the thought of developing northwest China, this article sketched the political and economic measures enacted by Gu Zheng-lun after he captured Gansu Province. The change of social economic and trade environment at that time, the infrastructure construction and industrial development are discussed on bases of a lot of original archives. These measures promote the modem development in Gansu Province, which laid a foundation for the formation of early market in Gansu Province and received some achievements. It reflects the distinctive needs and characteristics of the era in the social economic development of Gansu Province at that time.
