摘 要:近年来,我国从美国、日本、法国、德国等发达国家进口的资本品占进口总额的比重不断下降,而从韩国、新加坡、泰国、马来西亚等发展中国家进口的比重却不断上升,形成了从技术发达国家向技术相对落后的发展中国家转移的态势。文章基于DEA-Malmquist指数法对1996—2009年间我国资本品进口相对集中的六大制造部门全要素生产率、技术效率和技术进步进行分析,通过构建CH模型,研究我国资本品进口来源国这一转移过程中技术溢出效应发生的变化,研究结果表明资本品进口来源国转移对我国技术溢出不利。针对这一结论,文章提出了相应的政策建议。In recent years, the weight of capital goods import from USA, Japan, France, Germany and other developed countries in Chinese total imports has been decreasing; on the contrary, that from South Korea, Singapore, Thailand, Malaysia and other develo- ping countries has been increasing. The shift from developed countries to developing countries with regard to technology is obvious. This paper computes Malmquist productivity index, technical progress index of China's 6 main capital goods producing industries from 1996 to 2009 by DEA. At the same time, it builds a CH model by using the value of imported capital goods during 1996-2009 from developed countries and developing countries respectively to study the influence of the shift on the technology spillover effect. The results show that the influence is negative. Finally, the paper makes a set of propositions to policy makers to improve the situation.
