摘 要:快速城市化带来的刚需以及宽松的货币环境引致的投资、投机需求与紧张的城市土地供给形成的矛盾,注定会成为未来中国政府房地产宏观调控的焦点。了解宏观调控在房地产业中主要政策工具的机理和效应,有助于加深公众对宏观调控政策的认知,提高政府制定宏观经济决策的效率与科学性。从货币政策、财政政策、土地政策与行政政策等四个方面对房地产宏观调控的政策工具进行了系统梳理。认为加快推行房产税为主的财政政策、逐步制定城乡建设用地市场一体化的土地供应政策以及加快推行利率市场化的货币政策应成为未来房地产宏观调控的着力点。The contradiction between rigid demand be- cause of rapid urbanization and speculative investment demand due to loose monetary environment and tight urban land supply is destined to become a focus of China' s real estate macro control. Understanding the mechanism and effect of main real estate poli- cy tools will deepen the public' s acknowledge to macro control policy and improve the scientific role and efficiency of govern- ment' s macroeconomic policy -making. The article categorizes the mail real estate macro control policy tools from four parts: the monetary policy, the fiscal policy, the land policy and the administrative policy, by which analyzes the mail policies in pre- vious by four tools. In the end it is concluded that to speed up the housing property tax - dominated fiscal policy, to gradually make the urban and rural construction land market integration- dominated land supply policy, and to accelerate the imPlementa- tion of the interest rates liberalization - dominated monetary policy should become the key of China' s real estate macro control in the future.
