军地物流资源统筹的战略思考

摘　　要：军地物流资源统筹既是贯彻落实军民融合式发展战略思想的应有之义和必然举措,也是基于军地物流资源配置使用现状的客观要求,对于构建军民结合的军事物流体系具有非常重要的现实意义。军地物流资源统筹,无论在理论上,还是实践上,都是可行的。为确保军地物流资源统筹在科学的轨道上有效运作,必须把机制创新作为推进军地物流资源统筹的重要措施,理顺管理机制,打破体制壁垒,建立军地物流信息沟通机制、联合科研机制、设施协作共建机制、力量协调使用机制,实现国家、军队与社会物流资源的有效整合,减弱体制障碍与利益格局造成的各种阻力;必须以科学发展观统揽全局,通过军地物流标准化衔接工程、接合部工程、信息沟通共享工程、实操联演工程等重点工程建设,实现军地物流资源统筹与全面发展,促进军地各方通力协作,密切配合。The overall plan of military and local resources, which is of great significance for the construction of a civilmilitary integrated logistic system, is not only the necessary measures in implementing the strategic thought of civil-military integrated development, but also the objective requirement of the current situation of military and local resources distribution. The overall plan of military and local resources is theoretically and practically feasible. To guarantee the scientific and effective operation of the overall plan of military and local resources, we must take the institutional innovation as the key measures to promote the overall plan of military and local resources, streamline the management mechanism, break through the institutional barriers, formulate such mechanisms as communication of logistic information, joint scientific research, cooperation and coordination, realize the effective integration of national, military and social logistic resources, and weaken the institutional barriers; we must implement the scientific outlook on development, realize the balanced development of military and local logistic resource with the help of such major projects as information sharing, and promote the coordination of military and local efforts.
