上海IC集群升级中的政府作用及政策建议

摘　　要：IC产业已经成为世界各主要国家和地区的战略性产业。上海作为我国集成电路产业发展时间最早、发展实力和势头最好的地区之一,地方政府在推进集群升级方面做了积极有益的探索。但存在设计环节薄弱、人才流失严重和公共服务不到位等问题,需要政府在科学制定IC集群规划、加速提升IC产业创新能力、实施积极的人才战略和充分发挥协会、中介机构职能方面积极作为。IC industry has become the strategic industry in the world＇s major countries and regions.Shanghai is one of the best areas of IC industry in China for the first time, the development of strength and momentum, and local government has done a useful exploration in promoting the upgrading of IC industry cluster.Based on the analysis of the current development and the existing problems of Shanghai IC industry cluster, this paper gives some suggestions to accelerate its development.
