摘 要:目的:了解江西省乡镇卫生院绩效工资实施现况及其正式职工工资收入。方法:采用普查法。对江西省乡镇卫生院绩效工资实施情况和单位正式职工的工资进行统一填表登记上报。结果:调查的96个县(市、区)中。2010年实施绩效工资的乡镇卫生院有872家,2011年实施的有321家,尚未实施的有115家。在2010年起实施的单位中,绩效工资实施前,正式职工月均收入为1660元,实施后为2150元,相对增长了29.52%;在2011年起实施的单位中,正式职工月均收入为2201元,与实施前2259元相比较.相对下降2.57%。实施单位的绩效工资总量在1.3~1.5万元/年/人之间,绩效工资中基础性与奖励性比例约为6:4,工资来源构成中主要以财政拨款及事业和经营收入为主。结论:截至2011年6月底.江西省已有2/3以上的乡镇卫生院实施了绩效工资;实施绩效工资后,正式职工收入总体上有了一定的增长。Objective: To understand the current situation of implenlenti,lg performance related pay of the township heahh centers (THCs) and theirs formal on-the-job personnel' incomes. Methods: The census method was used, the implementing conditions of performance related pay of the THCs and theirs regular staff' incomes were filled in the forms and reported with unity. Results: In the 96 counties (cities or districts) that were investigated, the numher of THCs which implemented performance related pay in 2010 and 2011 were separately 872 and 321, and the number of THCs which hadn't implemented performance related pay was 115. On the units of implementing performance related pay in 2010, the average monthly income of regular staff was 1 660 Yuan before that was implemented; after which, the average monthly income was 2 150 Yuan; it relatively increased 29.52%. On the units of implementing performance related pay in 2011, the average monthly income of regular staff was 2 201 Yuan after the performance related pay was implemented, compared with 2 259 Yuan before that, it relatively decreased 2.,57%. PeKormance total wages were 13 000-15 000 Yuan per year per person in those units which had implemented performance related pay. The proportion of basic and incentive performance related pay was approxinmtely 6:4. In the composition of wages, the financial allocations, business anti operating ineomes were the main sources of salaries. Conclusion: By the end of June 2011, more than two-thirds of the THCs had implemented performance related pay, anti the average monthly income of regular staff had generally a certain growth after performance related pay was implemented.
