美国《图书馆服务和技术法令》及其借鉴意义

摘　　要：美国《图书馆服务和技术法令》(LSTA)是美国适用范围最广、影响力最大的图书馆法,它在推进图书馆的互联网和数字化技术运用、为最基层人民及联邦(中央)政府提供部分资金等方面与我国"全国文化信息资源共享工程"项目类似,而LSTA在支持对象、资金的来源和管理使用、图书馆员工培训、服务项目设置、项目效果评价、促进馆际互借等方面的规定有众多先进之处值得共享工程借鉴。Library Services and Technology Act（LSTA） is the most extensively used and the most in- fluential library law in the United States. In regard of the promotion of the use of Internet and digital technology, the services that are provided to grassroots people and the partial funding of the central government, LSTA is similar to the National Cultural Sharing Project in our country. It is pointed out that LSTA has the model significance for the Sharing Project in the provisions of support object, fund sources and management, staff training, services setting, project assessment and inter-library loan.
