重庆市财政科技支出比重下降原因分析及提升策略建议

摘　　要："十一五"最后两年,重庆市财政科技支出比重急剧下降,且降幅位列全国前列,对该市综合科技进步水平造成一定影响。基于2009年和2010年地方财政科技拨款调查数据,将影响地区财政科技支出比重的因素归纳为中央对地方财政科技支出和地方财政科技支出,并通过因素分析发现,中央对重庆的税收返还和转移支出中科技支出比例较低是导致重庆市财政科技支出比重下降的主要原因。最后根据分析结果提出了提升重庆市财政科技支出比重的策略建议。During the last two years of the 11th five - year plan, Chongqing^s appropriation for science and technology budget reduces sharply in proportion to total budgetary expenditure. The drop is more serious than other cities, waging a great impact on comprehensive S＆T progress. Based on the data of local appropriation for S＆T from 2009 to 2010, the thesis attributes the factors that influence local budgetary expenditure to central and local budgetary expenditure. Through the analysis of those factors, we find that the proportion of budgetary expenditure for S＆T from tax return by central government and transfer expenditure is rather low. At last, we propose the suggestion that we need to raise the proportion of Chongqing budgetary expenditure for S＆T.
