政产学研协同创新软件服务外包产业公共服务平台路径研究

摘　　要：研究认为软件服务外包产业要提高核心竞争力、降低运行成本,需要搭建公共服务平台。同时,软件服务外包产业是国家政策性强、知识密集型产业,行业本身也是多方合作的结果。因此,政产学研协同创新,能实现资源共享和互补,使软件服务外包产业专注核心业务,提高竞争优势,形成持续创新能力。从高端人才引进与培养、公共技术、投融资、配套生活娱乐设施、法律服务五个方面构建软件服务外包产业公共服务平台,并给出建设路径。This article argues the needs of reducing operation cost and building public service platform in order to en- hance the core competence of software service outsourcing industry. Meanwhile, software service outsourcing is multi - party cooperated, knowledge -intensive industry which national policy has significant impact on. In conclusion, govern- ment - industry - university - research institute collaborative innovation will help the software service outsourcing industry to focus on their core business, realize resources sharing and complementation, enhance competitive advantages and form sustained innovation ability. This article builds software service outsourcing public service platform from five aspects, i. e. , high - end talent introduction and cultivation, public technology, investing and financing, entertainment facilities and legal services, and also provides construction way.
