摘 要:山西大水网是在山西省水资源供需矛盾日益尖锐的背景下构建并实施的,骨干供水工程能否顺畅运行决定着山西大水网功能的发挥。以山西大水网重要骨干性工程坪上应急引水工程为典型研究对象,以府际治理理论为指导,在分析供水成本、对接水价的基础上,研究供水工程与受水区基于利益共享的协调管理机制。研究结论表明,基于保证经营成本盈亏平衡的经营理念,采取低价供水策略,构建地方政府、自来水公司、工业用水户的多方共赢的利益协调机制,是保障山西大水网骨干工程初期顺畅运行的有效路径。The function of Shanxi big river network depends on the normal operation of the mainstay project. In the pa- per, the research on the coordination management mechanism between water supply project and water reception areas is based on the theory of government office border control with Shanxi Pingshang water emergency diversion project as typical research object. On the analysis of water supply cost and handover water price, the paper establishes the benefits - sha- ring coordination management mechanism. The conclusion is that based on the management idea of guaranteeing business cost break - even and low water supply price strategy, multi - win - win coordination mechanism can be established in the local government, tap water companies and industrial water user, which is the effective path to guarantee shanxi big river network normal operation in the initial stage .
