转设背景下独立学院产权制度的困境与对策

摘　　要：独立学院产权制度完善与否是制约其转设政策有效执行的关键所在。当前独立学院产权制度在产权主体资格、产权关系、产权结构、产权过户四个方面与转设政策存在矛盾,需要进一步明确产权主体,合理界定法人属性、明晰产权关系,实施分类登记、明晰产权结构,实施分类管理、多渠道解决产权过户难等问题。Whether the independent colleges property right system is perfect, it is the key factor which restrict its transfer policies effective execution, the independent college property right system in property subject qua/ification, the relation of property right, the property right structure, property transfer exist contradictions with transfer policies, need to be further clear property rights body, reasonable definition legal person attribute, clear property right relations, classified registration, clear property right structure, classified management, multi- channel solve property transfer problems.
