中俄朝经贸合作现状、问题及展望——基于图们江区域开发的视点

摘　　要：图们江区域开发项目是20世纪联合国计划开发署在东北亚地区的首选支持项目。在过去的20多年里,该地区因为种种因素,并没有实现当初的规划预期。作为该项目核心参与主体的中、俄、朝这三方当前相互贸易都存在着一些制约因素,主要体现在朝核问题仍未解决,图们江区域整体经济实力不强,地方政府决策需依附于中央政府,以及融资困难等方面。采取主导性战略措施对加快推进图们江地区国际合作开发至关重要,这些战略措施包括:编制参与图们江国际区域经济合作开发的近期和长远规划;加强跨境经济合作区建设和高科技园区建设;加快区域中心城市建设,提升对外开放的规模和水平;规划建设图们江区域制造业基地,大力发展图们江国际区域制造业竞争力。Tureen River Regional Development Program was the first-choice project supperted by UNDP in the 20th century in Northeast Asia. However, over the past twenty years, the expected objective hasn＇t been achieved for certain reasons. There are some constraints to the trilateral economic and trade relations between China, Russia and DPRK, the main stakeholders of the program. Specifically, the nuclear issue on the Korean Peninsula has not been solved yet, the overall economic strength in the Tumen River Region is not strong, local govern- ments＇ decisions are subject to their central governments, and the program has some difficulties in financing. It is critical to adopt proacfive strategic measures for speeding up Tumen River regional development, including short and long term plans for economic cooperation devel- opment, development of cross-border economic zones and high＆new tech parks, accelerating the construction of central cities in the region and increasing their opening-up level, and planning and developing regional manufacturing base to increase its competitiveness.
