中西部地区实现“三化”互动的路径及保障措施研究

摘　　要：中西部地区工业化、农业现代化、城镇化"三化"互动的实现是关系农业发展、农村经济和农民富裕的重大问题。分析了工业化、城镇化和农业现代化单独解决中西部城乡统筹的不足,在调研河南滑县新农村建设的基础上,提出了中西部"三化"互动的路径,即土地流转,解放农村劳动力;村庄合并,节约土地;吸引外出农民工返乡创业,引资与引智并举。"三化"是相互促进、相互制约,需要整体有序推进,为保证"三化"实现互动,提出了保障措施。Interactive relation among industrialization, agriculture modernization and urbanization is the important issue for the Midwest region , which is related with the agriculture development, rural economic and farmer, and is the key factor for a well- off society in an all-round way. The paper analyses the problems of the coordinated development of both the urban and rural areas in Midwest region relying on industrialization, agriculture industrialization or urbanization alone, and makes an investigation of construction of new socialist countryside in Hua xian .Based on the analysis and investigation, the paper put forwards path of interactive relation among industrialization, agriculture industrialization and urbanization, which includes transfers of land and county labor, corpora ring village and saving land, attracting migrant worker return to home to start businesses. Finally, the paper puts forward measures to guarantee the effective implementation of interactive relation among industrialization, agriculture industrialization and urbanization.
