摘　　要：国内外关于城市包容性发展制度重构的文献脉络表明:定位包容性发展战略必须厘清各国包容性发展制度重构的路径依赖差异和摆脱依赖的侧重点差异。我国践行包容性发展战略面临多重制度瓶颈,亟需从政府绩效评价制度、财政税收制度、社会保障制度、基本公共服务均等化制度、城乡发展一体化制度、收入分配制度等关键环节探索制度重构的路径选择和配套政策。So far as institutional reconstructions in terms of inclusive urban development are concerned,literatures home and abroad indicate that strategy orientations towards inclusive development depend on,firstly,a clear understanding of institutional reconstruction routes concerning inclusive urban development in different countries,and then avoidance of heavy reliance on priority differences respectively.China is blocked by multiple institutional bottlenecks in its execution of inclusive development strategies,so it is vital to explore institutional reconstruction routes and corresponding policies in the following areas： government performance assessments,fiscal levy systems,social welfare principles,equal access to basic public services,integration of urban and rural development and income distribution policies,among many others.
