现行农民工失业保险评析与政策调整建议

摘　　要：允许进城务工的农民工结合自己的身份和就业计划,拥有选择参加城镇职工社会保险或农村社会保险的权利。对已经参加农村养老保险且进城务工的农民工,只要其继续在原籍参加农村养老保险的缴费并能提供参保缴费证明,就业地政府社保管理部门就应该承认其已经建立的养老保险关系。对这部分进城务工的农民工不必再缴纳城镇职工养老保险,但应参加城镇职工失业保险缴费并以此建立失业保险关系。同时终止实施现行的农民工失业保险一次性生活补助金制度,农民工失业后按照失业保险金支付标准和支付周期的规定领取失业保险金。Migrant workers should be allowed to own the rights to join either the social insurance for urban workers or that in rural areas.For those who have joined insurance for rural areas but now are working in cities,the social security management departments of local government should admit the already established endowment insurance relationship as long as they continue paying for the insurance at hometown and are able to provide payment evidence.They needn＇t pay for endowment insurance but must pay for unemployment one to establish unemployment insurance relationship.In the meantime,the current lump sum subsidy system of unemployment insurance for migrant workers will terminate,and they will collect benefits according to payment standard and cycle after being unemployed.
