摘　　要：我国一些先行地区担负着率先由全面小康迈向基本现代化的探路任务。在经济社会转型升级时期,以指标体系诱导发展的方式,可能是实现这一探路任务的有效路径。科学利用基本现代化指标体系的诱导发展功能,其实就是具体地在实现科学发展和转变经济发展方式,即可以通过该指标体系所蕴含的诱导功能,鼓励搭建"扩内需、调结构和转方式"的各类平台,这也是迈向区域基本现代化的最重要的着力点。在体制转型时期,推行以指标诱导发展的方式,要注意规避可能会出现的主观风险、腐败风险、信息风险以及指标分解风险等。At present many advanced areas in our country are facing an important task which is realizing basic modernization in the leading group.We argue that using index system promoting development maybe an effective path to realize the grand goal.Jiangsu＇s modernization index system has the function of guidance and encouragement to the realization of basic modernization.Therefore,playing the function of basic modernization index system,and encouraging to build all kinds of platform on ＂expanding domestic demand,adjusting structure and transforming development mode＂ is one of the most important gripper during the process of basic modernization.Finally,we also suggest that it needs to avoid the subjective risk,corruption risk,information risk and index decomposition risk and so on.
