摘 要:随着物业小区在城市近郊形成规模化聚集区,城市核心区居民人口构成发生重大变化,以"居委会辖区"为基础、脱离业主/居民最大房产利益,将物业小区排斥在外的街居制基层社会组织,事实上已经失去了基层政权组织的性质。社区建设最大的困境在于,数量上占绝对优势的物业小区没有被纳入基层社会组织体系,处于一种事实上被"弃管"的状态,导致业主维权和社会冲突不断。面对社区类型、地理分布和人口构成的巨大变迁,基层社会组织应做出相应的变革。应该重新界定社区概念和社区的组织定位,承认居民的私人房产利益,推动以居民诉求为核心的新社区建设运动,重新建构以"居住小区"为基础的基层社会组织体系。With the aggregation of property-management residential quarters in urban fringe area,the population structure in urban core area has experienced a great change.The street-community organization system has lost its attribute as the grassroots level political power,which was based on the jurisdiction of residents' committee,neglected the property interests of homeowners,and excluded property-management residential quarters.The main dilemma of community building is that large amount of property-management residential quarters are not included in present formal system and hence are in a de facto"abandoned"status,which leads to the rights protection movement of the homeowners and continuous social conflicts.Facing the great change of the types of communities,the geographical distribution of and the structure of urban population,the social organizational system should adjust itself which requires the redefining of the concept of community and the role of residents' committee,recognizing the interests of private property,promoting a new community construction movement driven by residents' interests,and reconstructing of grassroots organizations based on property-management residential quarters.
