摘　　要：通过对黑龙江省高校图书馆文献资源建设政策的调查可知,黑龙江省高校图书馆的文献资源建设现已取得了一定成果,但是相关政策性内容多散见于图书馆的规章制度中,缺乏系统性;大多高校图书馆缺乏关于集中采购和共享协作的政策,地区性的文献资源共建共享工作发展落后。因此,应从宏观和微观两个层面出发,统筹规划,制订科学的文献资源建设政策,积极筹划建立省级文献资源建设共享体系。Through the investigation and analysis on the policy making of the literature resource construction of university libraries in Heilongjiang province, we could find out that： the literature resource construction of university libraries in Heilongjiang province has obtained some achievement, but relative policy contents exist in the regulation and system of libraries dispersedly and lack of systematicness; most university libraries are lack of policies about the centralized procurement and the resource sharing and collaboration; the development of the regional co-construction and sharing of literature resources falls behind. Therefore, we should start off from the macro-level and micro-level, make overall plans, make scientific policies of the literature resource construction, and prepare to establish the provincial construction and sharing system of literature resources actively.
