珠三角地区产业转移之再思考

摘　　要：珠三角地区已走过了工业化的前、中期阶段。近年来,受传统产业市场空间趋于饱和、要素成本越来越高、产业升级转型等压力的影响[1],大量的中小企业受到剧烈冲击,面临生存的危机,为此政府对该地区提出"双转移"政策。本文在对该地区大量中小企业实地调研的基础上,客观地描述了珠三角中小企业的发展现状,以及当前产业转移的误区,提出了产业转移要坚持科学发展观和国际视野的新观点,并给出了具体建议。Pearl River Delta region has been through the early and midst stage of industrialization. In recent years, many small and medium-sized enterprises affected greatly by more saturated traditional industrial market , increased cost factors and the pressure of industrial upgrading transi- tion ,etc. In order to solve thus survival crisis ,the government implements the Dual-transfer policy to Pearl River Delta region. This paper makes a objective description of the development status of small and medium-sized enterprises in Pearl River Delta region and the misunderstanding of re- cent industrial transfer on the basis of the field research in this area. What is more ,this paper offers a new perspective that the industrial transfer should be clone with the scientific concept of development and with international perspective and it gives suggestions in detail.
