摘　　要：通过上海防汛会商(指挥)中心的改造案例,阐述设计、改建过程中确立的总体设计思想,就如何为会商指挥构建新型的、能充分体现信息化建设在业务支撑中的价值和作用的办公模式,提出较为独到的思想和观点,并对具体设计和施工中遇到的问题及解决方法进行分析和总结,以期为本行业同类型项目提供可供借鉴的成功经验。By expounding overall design thought during the process of design and reconstruction of transformation case of Shanghai flood control information center, the article puts forward original thought and ideas on building new office mode which can embody the informatization construction＇ s value and effect in the business support. It analyzes and summarizes the questions which meet in specific design and construction in the hope of providing successful experience for reference.
