历史文化名城保护的制度特征与现实挑战

摘　　要：通过回顾历史文化名城制度诞生的背景和国务院三个文件的主要精神,分析我国名城保护的制度特征及存在问题。从历史城区、历史街区及历史建筑的保护理念、保护方法和规划管理等方面,探讨在转型发展时期名城保护所面临的巨大挑战。最后,对完善名城保护机制的可能路径提出了若干建议。By reviewing the establish background of Historic and Cultural Cities（HCCs）and introducing the main content of the three documents of the State Council,the paper analyses the basic characters of conservation system for the HCCs and existing problems.From the conservation concepts,methods to planning for historic city,historic district and historic buildings,to explore the great challenges faced during the transition period of development.Finally,it also gives some approaches to improve the conservation mechanisms for the HCCs.
