摘　　要："国民旅游休闲计划"(以下简称"国民计划")在我国各省广受重视,必然有其产生的背景和存在的条件。探讨社会福利旅游的国外起源及发展现状,进而比较分析我国"国民旅游休闲计划"和国际"社会福利旅游"在实施中的异同,最终以期探索我国社会福利旅游的未来发展之路。The ＂National Tourism and Leisure Plan＂ has drawn wide attention in every province of our country and it inevitably has its background of emergence and existing conditions. This article explored the foreign origin and development status of the social welfare tourism, and then compared and analyzed the differences and similarities between China＇ s ＂National Tourism and Leisure Plan＂ and the international ＂Social Welfare Tourism＂ in the im- plementation for purpose of providing a real theoretical foundation for the studies on the future social tourism in Chi-
