摘　　要：科技发展战略研究,是科学、合理地制定科技工作政策、重点和指导方针以及科技发展规划的前提条件,是涉及多层次和多方面因素的系统工程。因此,要特别重视科技发展战略研究的基础系统建设问题。科技发展战略研究的基础系统,包括组织、指标、预测、模型4个方面。对上述基础系统的具体内容进行了探讨。Scientific and technological development strategy is the precondition to make policies,keyponits,guidelines and formulate science and technology development plan.It is a system engineering related to multi-layered and multi-faceted factors.Therefore,we should place strong emphasis on the basic system construction of scientific and technological development.The basic system includes orgnization,index,prediction and model.This paper discusses these four aspects in detail.
