政府在纺织服装业低碳化转型中的角色定位及政策建议

摘　　要：在全球发展低碳经济的背景下,我国高能耗、高污染的纺织服装业要履行社会责任,应对国际低碳贸易壁垒,满足市场对低碳纺织服装品的需求,就必须实施低碳新政策,进行低碳化转型。在纺织服装业低碳化转型过程中,政府是引导与促进者,是低碳转型规制的制定及实施者,是信息推广及形象营销者,是纺织服装业低碳化转型规范进展的管理监督者。政府应倡导纺织服装品的低碳消费和低碳生产,建立纺织服装业低碳技术支持体系,支持纺织服装业低碳技术改造,做好对纺织服装品低碳检测与认证服务等工作,以推动纺织服装业快速规范转型。In the context of the global low carbon economy, the textile and garment industry with high energy consumption and high pollution must undertake the low- carbon transformation to fulfill its social responsibilities, implement the low -carbon pol- icy, cope with the international low- carbon trade barriers and meet the market demands. Acting as the guide and facilita- tor, the maker and implementer for regulations of low - carbon transformation, the information promoter and image marketer as well as the supervisor of the transformational regulation, the government should promote the low- carbon consumption and the low - carbon production of the textile and apparel goods, establish a supportive system of low - carbon technologies for the industry, support low- carbon technological innovations, and conduct low- carbon measurement and certification services as to boost the standardized transformation for the textile and garment industry quickly.
