摘　　要：中外历史经验业已证明,中小企业从来就是社会创新的主体。民营中小微型企业强劲的发展势头充分说明了中国潜在的增长后劲。但是,在当前瞬息万变的国际经济环境下,民营中小微型企业面临着"二次创业"的转型压力。诸多障碍来自于企业内部和外部社会环境。构建有利于企业家精神成长的环境、多样化的协同创新平台和中间组织是化解障碍的众多举措中的重要组成部分。Chinese and foreign histories have verified that small and medium - sized enterprises are the main forces of social innovations. The strong growth of small, medium and micro private enterprises in China has proved the economic development potentials of China. But these enterprises have met the transformation pressure of second undertakings. The barriers come from the inner of enterprises and also the social environment. It is an important part for the solutions of the barriers to construct a conducive atmosphere for entrepreneurial spirits, and the diverse platform and intermediate organization for cooperative innovations.
