摘　　要：在当今世界经济大转型的背景下,为应对欧盟主权债务危机、美国及日本等国经济增幅放缓等要素的影响,中国宏观经济结构告别过去那种以量取优的路径,步入结构调整、转型升级的关键期。地方政府融资平台(以下简称"平台")已成为中国地方政府主要的市场借贷工具,不仅为地方政府提供了机遇,也带来了风险。国际经验表明,政府平台也会带来严重的财务和经营风险,扰乱金融市场的发展,并可能增加地方政府的或有债务。文章将在对国内外现有的平台理论和实践的研究基础上,提出平台投资价值增长模型,为充分发挥平台提高地方经济发展和结构升级提供可行的理论依据。Elements of the response to the European Union＇s sovereign debt crisis, the United States and Japan, economic growth slowed in the context of the economic transformation of the world today, China＇s macroeconomic structural break with the past that measure excellent path, into a structure adjustment of the critical period of transformation and upgrading. Local government financing platform （hereinafter referred to as the ＂platform＂） has become the local government market borrowing tool, not only for local governments to provide opportunities and risk. International experience shows that the government platform will also have serious financial and operational risks, disrupt the development of financial markets, and may increase the local government or debt. Platform investment value growth model on the basis of the existing platforms at home and abroad theory and practice to provide a viable theoretical basis to give full play to the platform to improve the local economic development and structural upgrade.
