城市公园游憩资源非使用价值评估——以南京市玄武湖公园为例

摘　　要：采用条件价值法(CVM),基于游客支付意愿(WTP)的调查,对南京市玄武湖公园游憩资源的非使用价值进行定量研究,结果表明:大多数游客(62.1%)对玄武湖公园游憩资源的非使用价值有支付意愿,表明玄武湖公园游憩资源具有重要的保护意义和价值。2011年,玄武湖公园游憩资源的非使用价值为4.73亿元,其中,存在价值为3.07亿元,遗产价值为0.88亿元,选择价值为0.79亿元。通过对游客人口统计学特征与其保护玄武湖公园游憩资源的支付意愿、支付意愿值的相关分析可知:游客受教育程度、年龄与支付意愿显著相关,而性别、客源地、月收入及游客对玄武湖公园的了解程度等对支付意愿影响较小;月收入与支付意愿值显著相关,其他因素对支付意愿值的影响并不显著。该评价研究有助于游客全面认识城市公园游憩资源的价值,增强其保护意识,并能为有关部门制定游憩资源规划、管理与保护决策等提供科学依据。Urban parks are often the main natural landscape, a key place for residents and visitors, and have important ecological, economic and social benefits. However, as cities grow, landscape planning and design commercializes, and recreational activity increases, urban parks are encroached upon and sometimes destroyed. This is mainly allowed to happen because public consciousness of resources and environmental protection is low. The economic development value of recreational resources is often emphasized, but the non-use value of recreational resources is neglected so that the total value of recreational resources is underestimated. The park of Xuanwu Lake in Nanjing is an example we profile in this paper. The non-use value of the recreational resources was researched quantitatively by adopting the Contingent Valuation Method （CVM） and an investigation of the willingness of tourists to pay （WTP）. Four hundred payment card CVM questionnaires were surveyed and 369 were returned. Distribution shape and rule of willingness to pay were probed. We found that most visitors （62.1%） have a willingness to pay the non-use value of the recreational resources at Xuanwu Lake Park. The total non-use value of this recreational resource was 473 × 10 6 Yuan in 2011, the existence value is 307 × 10 6 Yuan per year, the bequest value is 88 × 10 6 Yuan per year and the option value is 79 × 10 6 Yuan per year. The relationship between population features and WTP shows that educational level and age are significantly correlated with WTP; however, gender, guest source area, monthly income, tourist understanding about Xuanwu Lake park, and other factors were not correlated with WTP. Monthly income is obviously correlated with the value of WTP, though other factors are not. This study promotes visitor cognition of the recreational resource value of urban parks, strengthens their awareness of environmental protection, and provides a scientific basis for related organizations to plan, manage and protect urban parks.
