摘 要:20世纪末期以来,基于科技兴国和学术立国的基本国策,中日两国先后推出一系列推进高等教育发展的"卓越工程"。本文在分析两国"卓越工程"的出台背景、战略初衷、实施过程的基础上,就两国"卓越工程"的实施主体、资助对象、资助方式等进行比较,指出两国"卓越工程"建设中存在的重效率轻公平、重应用轻基础、重研究轻教学、重发表轻转化等制约"卓越工程"良性发展的障碍因素,并在反思的基础上提出相应对策,以提高"卓越工程"的建设质量。Since the late 20th century, based on the national policy of invigorating the nation through science, technology and education, both China and Japan have carried out a series of Excellence Projects in order to promote the development of higher education. In this paper, we firstly analyze the background, strategy and the implementation process of the two countries "Excellence Projects", and then make a comparison of their implementing subject, granting object and funding formula. From above, we can conclude that there are some problems within the two countries" "Excellence Projects,': People tend to value efficiency more than fairness, value paper more than transformation, value application more than foundation, and value expressing more than digesting. To some extent, these problems restricted the effects of the Excellence Projects. Thus we should seek solutions after thoughtful consideration, in order to further promote the Excellence Projects in the near future.
