摘　　要：形成鲜明的办学特色是新建本科院校所追求的发展目标。在高等教育大众化和大学同质化的发展趋势下,新建本科院校的特色发展遭遇文化导向迷失、制度保障不力、办学资源不足以及人才培养模式改革滞缓的困境。要实现特色发展的办学目标,新建本科院校就应在应用性和地方性文化个性培育、系统性制度构建和人才培养模式创新等方面做出积极努力。The formation of prominent character is one of the development goals of newly founded universities. With the trend of popularization and homogenization of higher education, newly founded universities have encountered certain problems in their character development, including losing cultural orientation, lack of institutional guarantees, insufficiency of resources for schooling, and stagnancy of reform in personnel training modes. To realize character development, active efforts should be made in the cultivation of distinctive applied and local culture, systematic construction of institution and the innovation of personnel training modes.
