摘 要:在新的改革阶段,需要在判断改革进程的基础上,明确新阶段的改革方向。通过构建指标体系,根据数据设定、评价指标体系和评分区间,以此判断改革进程。评价结果表明,受经济发展失衡的限制,市场主体领域的改革相对较为滞后;市场环境领域的改革相对深入,在国内基础环境的改善上,为改革的进一步推进提供了先导性的支持;结构领域的改革仅停留在中间阶段,工业化和城镇化水平还需进一步提高。整体的改革进程可以限定在改革的基础性任务完成,进入改革的纵深阶段。在改革纵深阶段,改革需要适应新型城镇化、消费主导和政府转型的要求,推进以消费导向为载体推进经济发展方式转变,以新型城镇化为目标加快城乡二元体制改革,围绕经济发展方式转变推进行政体制改革,针对传统红利的消退创造新的红利空间。In new stage of reform, we should clarify its direction on the basis of rightly judging on reform stage. The authors judge Chinese reform stage according to establishing index system, data set, evaluating index system and score interval. The results show that reforms of market subjects is relative lagged restricting by the imbalance of economic development; reform on market environment is relative deep, which has given guiding supporting for next reform on the basis of national basic environment improving; structural reform is just in the medium stage, and industrialization and urbanization require to be enhanced. It could enter into the deeper stage after successfully finishing basic reforming tasks. In that stage, the reform should adapt to requirements of new urbanization, consumption leading and government transformation, promote to transform economic development way by the carrier of consumption direction; accelerate to reform rural and urban dual system on the purpose of new urbanization; promote administrative reform around transforming economic development way, create new bonus space aimed at traditional bonus disappear.
