公益性与主体利益博弈下学校体育场馆资源开放的动力机制创新研究

摘　　要：研究通过对学校体育场馆资源向市民开放的社会公益性和学校主体利益间关系的辩证比较,发掘学校开放的动力机制,即:在平衡和满足相关主体自身利益需求的基础上,有效地平衡政府、学校、市民三者的利益关系;理清"公益性"与"主体利益"的辩证关系,树立"互惠互利、包容共赢"的公益性基点和开放理念,为推进我国城市中小学体育场馆向社会全面开放的政策制定提供理论支撑。This research explores dynamical innovation of the school open up its stadiums publicly. The research is based on the dialectical relationship between the main interests of school and benefits of opening stadiums resources to the public This is a issue concerning how to effectively balance the government dialectical relationship among government, schools and the public on the basis of own interests. It is necessary to clarify ＂public welfare＂ and ＂the main interests ＂and convey＂ mutual benefit, inclusive and win- win＂ public ideas. The research is meant to advance theoretical possibility for our city school stadiums resources to open to the public.
